MANILA — The National Bureau of Investigation (NBI) has on Wednesday summoned Pasig City Mayor Vico Sotto for possible violation of the local chief executive of Republic Act 11469 or the Bayanihan to Heal as One Act.
Purpose of the “invitation letter” is for Sotto to explain his side on the allegation that he violated the community quarantine in Metro Manila that was imposed last March 13, 2020 NBI Deputy Director Ferdinand Lavin said.
The NBI required Sotto to submit his explanation on April 7 at 10 in the morning.
Malacanang has ordered all local government units to let the national government call the shots after reports supposedly reached his office that some local officials “go beyond” the quarantine rules.
President Duterte also issued a warning that those who would “overdo things” might face administrative or even criminal charges.
Case in point is the incident where Sotto allowed tricycles to operate in his city to ferry health workers and patients with immediate medical needs to hospitals amid the Luzon lockdown.
Meanwhile, a report by GMA News Online dated March 19 quoted Sotto as saying that the Pasig City government will comply with the national government’s ban on PUVs, including tricycles.
“We here in Pasig will comply with whatever directive of the national government,” the city mayor was quoted as saying in Filipino in an interview with GMA News’ “24 Oras”.
President Rodrigo Duterte signed the Bayanihan to Heal as One Act on March 24. The law does not contain a provision on retroactive application. (ia/sovereingph.com)
