MANILA – The Joint Task Force Corona Virus Shield (JTF CV Shield) said help desks will be set up in all police stations nationwide to help facilitate the return of locally stranded individuals (LSIs) to their hometowns.
In a statement on Sunday, JTF CV Shield commander Lt. Gen. Guillermo Eleazar said this is to expedite the processing of travel authority which LSIs need to present to pass through quarantine control points (QCPs).
“We are aware of the situation of some of our stranded kababayans. They have suffered enough and have been wanting to be with their families, so the least that we could do is to make the entire process easy for them by setting up help desks in the police stations in every city and municipality,” he said.
Eleazar said these help desks will take charge of the processing of the travel authority which includes coordination with local government units (LGUs) of the intended destination of these LSIs.
Before this, LSIs are advised to go to the barangay captains of the areas where they were stranded as these officials are the ones who will certify that these persons have undergone at least 14 days of quarantine before the filing of an application for travel authority and that they did not develop any symptom of coronavirus disease 2019 (Covid-19) during the quarantine period.
Eleazar said barangay captains would then endorse the LSIs to the city or municipal health offices for the necessary medical checkup and the issuance of medical health clearance.
Once these documents are acquired, Eleazar said LSIs now have two options: First, submit it to the barangay captains of the areas where they were stranded and let the barangay officials take charge of the entire processing; Or, the LSIs could submit it to the help desks of the police stations.
If the LSIs would choose the police assistance, it is the help desks that would initiate the processing that includes coordination with the proper police offices for hassle-free travel.
“Generally, the LGU destination cannot deny the entry of the LSIs but for courtesy and preparation, coordination must be done. The LGU can only delay an LSI’s entry with reasonable grounds, such as unmanageable entry,” Eleazar said.
Once the proper coordination is made, the help desks will inform the LSIs through e-mail or text message that their travel authority is approved and ready for pickup.
Eleazar said that a soft copy of the travel authority could also be sent to the LSIs through e-mail. The LSIs could save a copy to their smartphones or print the document.
The travel authority must include the date of travel and point of destination, as well as the basic details on the vehicles that will be used and the names of the drivers. (with reports from Priam Nepomuceno/PNA)
