MANILA – An organization of private hospitals in the country has recommended to President Rodrigo Duterte to replace embattled Health Secretary Francisco Duque III.
The Private Hospitals Association of the Philippines, Inc. (PHAPi) has written on Monday, 25 May 2020, President Rodrigo Duterte to replace Duque as the country’s health chief and lead official that crafts the national health policy.
PHAPi president Rustico Jimenez said members of their organization “feel that they have enough” of Duque’s promises and that of DOH’s attached agency, the Philippine Health Insurance Health Corp (Philhealth).
As Health secretary, Duque also sits concurrently as chairman of PhilHealth.
Jimenez confirmed that PHAPi’s letter was already received by Malacañang.
“Just to cite among the most important one, our members are given the runaround by PhilHealth when asked about the Interim Reimbursement Mechanism (IRM),” Jimenez said in his letter to the President.
“Although some have already received their share, most however are now so financially drained as they are still waiting for the promised IRM,” Jimenez added.
Jimenez also said that PhilHealth is yet to release funds to PHAPi-accredited hospitals which are stretched to the limit amidst the country’s fight against COVID-19.
“For this reason, PHAPi, an association of 744 private hospitals, now respectfully requests for the replacement of Dr. Francisco T. Duque III as DOH Secretary and Chairman of PhilHealth and appoint someone who can deliver goods better in addressing the health concerns of the country,” Jimenez said.
However, Jimenez made it clear that PHAPi “has high regard to Duque as one of their esteemed colleagues in the healthcare industry.”
But Jimenez stressed that Duque “seems to be already so exhausted that there is need for fresh blood and a fresh mind” to lead the country’s lead agency in the fight against COVID-19 crisis.
A report by the Philippine Star claimed the President is already scouting for a possible replacement of Duque who is currently under hot water for claiming that PH as already on its second wave of coronavirus infections.
Malacañang, however, brushed aside anew the report saying Duque continues to enjoy the trust and confidence of the President.
Also, it may be recalled that last April 16, at least 15 senators filed a resolution today calling for the immediate resignation of the Health Secretary whom they accused of “negligence” which resulted in the deaths of hundreds of Filipinos from COVID-19.
The lawmakers said that Duque’s “failure of leadership,” “lack of foresight,” and “inefficiency” could be blamed for the Department of Health’s (DOH) “poor planning, delayed response, lack of transparency, and misguided and flip-flopping policies” in addressing the pandemic.
The resolution was signed by senators Vicente Sotto, Nancy Binay, Francis Tolentino, Joel Villanueva, Juan Miguel Zubiri, and Sonny Angara, among others. Zubiri and Angara have recently recovered after getting infected with the coronavirus. (ia/SovereignPH.com)
