As wished by President Rodrigo Duterte, the House of Representatives approved on Friday night House Bill (HB) No. 7727 of the General Appropriations Bill (GAB) for the P4.5-trillion 2021 budget.
Duterte issued Proclamation No. 1027 last week ordering Congress to convene from October 13 to 16 (Friday) to pass the proposed GAB. Exactly 257 members of the House voted to approved HB 7727, which was certified by Duterte as an urgent measure.
Following the passage of the HB 7727, House Speaker Lord Allan Velasco said next year’s budget “requires us to strike a balance in providing a fiscal stimulus for economic recovery while containing the spread and mitigating the effects of Covid-19.”
“We will transmit, without delay, the approved bill to the Senate and give our counterparts sufficient time to examine the national budget,” Velasco said.
“Mr President, Mayor, Sir, we present to you a budget for lives and livelihood. Ito ang tunay na budget ng bayan (This is the real budget for our country),” he added.
The 2021 budget is almost 9.9 percent higher than the P4,1-trillion 2020 allocation. While the 2021 budget was crafted to revive the economy from the battering it got from the coronavirus pandemic, the biggest allocation for 2021 goes to the educational sector with P754.4 billion, which is higher than the 2020 allocation of P650.2 billion.
Meanwhile, the Department of Public Works and Highways (DPWH) got the second biggest allocation with P667.3 billion for 2021.
