Sen. Sherwin Gatchalian is seeking a Senate probe on the concession agreements between the Toll Regulatory Board (TRB) and the private companies running the expressways amid the chaos caused by the massive implementation of an electronic toll collection system pressed by the Department of Transportation (DOTR).
The move came after Valenzuela City Mayor Rex Gatchalian on December 7 revoked the business permit of the NLEX Corp. for failure to address the problems of its electronic toll collection system at the interchanges of NLEX in the city, that has caused massive traffic jams.
In a resolution he filed on Monday, Gatchalian also asked the Senate to review the powers and functions of the TRB, an agency under the DOTR, which pressured motorists since last November to shift to the electronic collection system by adopting radio frequency identification cards (RFID).
“There is a need to review the concession agreements of existing tollway operators to check if the operation of their toll collection system conforms to the minimum standard specifications for operations and maintenance under toll operations certificate or agreement,” Gatchalian said in a statement on Tuesday.
The Senator said that under Presidential Decree 1112 that established the TRB, the agency can amend, modify, or revoke authorizations of expressway operators“whenever public interest so requires.” SOVEREIGNPH
