The Anti-Red Tape Authority (ARTA) is commending the Quezon City government’s initiative to issue electronic permits to business owners whose application for renewal or new business permits had been approved via its QC E-services online portal.

According to Margie Santos, head of the Quezon City government’s Business Permits and Licensing Department (BPLD), the electronic copy of the business permit is already valid proof until the original or authenticated copy of the permit is released.

ARTA Director General Jeremiah Belgica said the agency is urging other local government units to follow the example of Quezon City and employ their own automation initiatives to provide uninterrupted delivery of government services especially amid the coronavirus pandemic.

“This type of initiative is of great help to reduce time to process document that will help businesses reduce their costs in securing documents,” he said in Filipino.

In a memorandum circular titled “Guidelines on the Issuance and/or Reinstitution of Permits and Licensed Under the ‘New Normal’” issued on August 27, 2020, all government agencies are required to set up an online processing system for accepting applications for permits, licenses, and clearances, among others, aligned with the directive to adopt electronic versions of such documents with the same level of authority as that of the signed hard copy.

The memorandum also directs government agencies to accept applications via their official email or through a designated email address in the absence of a fully-functioning online portal for the processing of applications.ARTA has been pushing for e-governance and urging all local government units to adopt and implement the Integrated Business Permits and Licensing System to streamline and automate their business permit processing system. Under Republic Act No.11032 or the Ease of Doing Business and Efficient Government Service Delivery law, all local government units must establish their electronic business one-stop shops on or before June 17, 2021.
