The House of Representatives’ Committee on Justice junked on Thursday the impeachment complaint filed against Supreme Court Associate Justice Marvic Mario Victor Leonen, with all of the committee’s 44 members voting against it in virtual meeting.
The chairman of the committee, Leyte Rep. Vicente Veloso, said the panel considered the complaint filed by Edwin Cordevilla an “unsigned pleading” based simply on newspaper articles and the complainant not having personal knowledge on Leonon.
Cordevilla’s complaint, which was endorsed by Ilocos Norte Rep. Angelo Marcos Barba, accused Leonen of “arbitrarily, willfully, intentionally, deliberately and malevolently” failing to dispose of at least 37 cases within 24 months, a violation of the Constitution that mandates “the prompt action and speedy disposition of cases.”
Cordevilla’s complaint also accused Leonen of “arbitrarily delaying the resolution of cases” that were pending before him as chairman of the House of Representatives Electoral Tribunal (HRET), including the one filed by former Senators and vice presidential candidate in the 2016 polls Ferdinand “Bong Bong” Marcos Jr., against concurrent Vice President Maria Leonor “Leny” Robredo.
