In a statement, Duterte said that former CIO head, Jefry Tupas, signified his resignation when he was informed that he has been terminated from work with the city government.

“The former city information officer, Jefry Tupas, of the city government of Davao was involved in a drug raid last November 6 in the municipality of Mabini, Province of Davao de Oro. The details of the raid are known only to the PDEA officers in Davao de Oro and Ms. Tupas,” the mayor said.

Before Duterte’s statement, Tupas clarified allegations about his presence at the beach party.

“I was there because like the other guests, I was invited. But I left right after dinner with my boyfriend and another friend,” he said in a statement.

The statement of Tupas came after photos of him, along with those involved in the raid, surfaced, though he was not among those arrested.

The Philippine Drug Enforcement Agency in Region 11 (PDEA-11), along with the National Bureau of Investigation (NBI) and Mabini Municipal Police Station, conducted the buy-bust operation wherein they arrested 17 party-goers and seized PHP1.5 million worth of party drugs.

Authorities arrested Revsan Ethelbert P. Elizalde, the subject of the buy-bust operation, 33, single, and a resident of Barangay Catalunan Pequeño in this city for selling a plastic sachet containing a violet capsule believed to be a party drug worth PHP2,000 and a large vacuum-sealed transparent plastic cellophane with suspected marijuana worth PHP6,000 to an agent who acted as poseur buyer.

His alleged cohorts were identified as Eana Faye Marie Olea, Bryk Jiordan Archival, Kurk Bryan Tiubot, and Paolo Guerero. Also nabbed while having a supposed drug session were 12 others identified as Jomark Aping, Ariel Bueno, Edel Caballero, Ronald Chuan, Fritz Dinopol, Tom Jhun Doblas, Mark Christopher Isip, Janlord Masong, Christopher Prudente, Jesus Ragas III, Giovanni Tabanao, and Jason Viduya.

Recovered from the scene were 26 pieces of heat-sealed transparent plastic sachets with suspected dried marijuana leaves in different sizes weighing more or less 200 grams worth PHP24,000, three pieces of transparent plastic sachets with suspected shabu in different sizes weighing more or less 10 grams worth PHP150,000, more than 700 suspected party drug tablets/capsules worth PHP1.22 million, nine plastic bottles with suspected liquid party drugs worth PHP15,000, two vials containing suspected liquid party drugs worth PHP 17,000, some 77 pieces of suspected lysergic acid diethylamide (LSD) worth PHP130,000, and seven bottles of energy drinks.

The suspects are now detained at the NBI detention facility while the confiscated illegal drugs were submitted to the PDEA-11 laboratory for examination.

Charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 are being prepared against those arrested.
